Arizona bait ban – final wording

Hey All,

I thought it might help to clarify the final wording of the bait ban just passed by the AGFD commission.

 

Here is what it will say:

4.            An individual shall not use edible or ingestible substances to aid in taking big game.  The use of ingestible substances to aid in taking big game is unlawful when:

 

  1. An individual places edible or ingestible substances for the purpose of attracting or taking big game, or
  2. An individual knowingly takes big game with the aid of edible or ingestible substances placed for the purpose of attracting wildlife to a specific location.
  3. This subsection does not limit Department employees or Department agents in the performance of their official duties.
  4. For the purposes of this subsection, edible or ingestible substances does not include:

i.            Water.

ii.            Salt.

iii.            Salt-based materials produced and manufactured for the livestock industry.

iv.            Nutritional supplements produced and manufactured for the livestock industry and placed during the course of livestock or agricultural operations.

 

and a quote from AGFD email “So water softener salt, table salt, or organic sea salt are all perfectly acceptable.  But a salt-based product produced for something other than the livestock industry will not be acceptable.  You can place a mineral salt lick in the field and hunt over it.  Further, if it is a nutritional supplement, it must be placed there for the purposes of livestock management, not hunting.”

    Ok, so reading the law, all guides have to do is find out who either owns land, leases forest service or BLM grazing rights and pay them to let them put one cow on their property or lease. Once they do that, they can go to the feed store and buy an agricultural product such as alfalfa, sweet feed, rolled oats, etc and put it out for their cow for supplemental winter feeding. Perfectly legal. They are now feeding their “cow” and can’t help that deer get to it before their one cow finds it. They find out what trails the deer use to mysteriously find their cow’s feed and set up blinds on the trail away from the feed. You think I am joking? Spoke to a guide in Unit 29 who already has the plan worked out with the landowner. Now he has total access to legal supplemental feeding and Game and Fish can’t do squat. He already has a contract with the land owner allowing him to place cattle on some prime hunting ground to allow him access to do it as well as authority to place feed supplemental feed out for his cattle. When is Game and Fish going to realize that you can’t possibly regulate ethics when there are those who can find a loophole around any piece of legislation. And the saga continues…
