The only other way around that is if you have a second home somewhere else that doesn’t require you to do an emissions test and get it registered there. Maybe someone else can speak to that?
I know of a 2017 that has been deleted and it passes emissions just fine.😉

I'm loading 64.5 grain 7828 with 168 bergers in my 7mag and haven't had any primer pocket issues.

I just replaced my water heater after 21 years. Never drained it or noticed stinky water. I do always drain the main tanks.
