Which tag do you have? 24B is a good unit, as you can find good coues and mule deer in that unit. Superior/Top of the World area all the way north into the Superstition Wilderness area hold deer. Coues will be 3,500 ft and higher, and the mulies will generally be lower. If you want to find good deer, hike way back into the superstition wilderness area. A lot of hunters don't go back that far as it takes a lot more dedication.

Look at lower elevation, seen a few at around 2500 feet.

 

+1 Dont over look the lower elevations. Im seeing more and more in the saguaros the past couple years
