Are water bowls or trays considered baiting?

I was out in 6a today building out a bit of blind over a seep that I found last year and scouting some game trails that go a few ridges over. I guess some person didn't bother to follow the trails a few hundred yards to the spring, but they look to be carrying in water and had two large black bowls on a game trail. These folks are pretty hardcore cause it's some tough areas with no access for wheelers or SxS and no way a horse could possibly get up there much rather the general area.

Is this even legal? Noting against this cat if it is you, but just more curious about it, if anything.

No its legal to put water out.  I have 5 gallon buckets that i fill and keep next to a couple mineral spots

Ah. Kind of figured that though did leave me scratching my head. Well that guy's back has to be killing him. 

Maybe they have goats?

Way off topic but I'll tell the tale anyway. I have a distant cousin that moved to Flag from Buffalo, NY back in the mid '70s. She was definitely a vegan and a hippie-dippie person. Anyway, she hooked up with a guy that had goats and they would roam the area tending to their herd and living off the land. heck, she gave birth to two daughters while they were living like gypsies. They did train the goats to haul their camp and supplies. If I recall correctly, they would roam from Flag to Sedona and points in between.

So I said she (they) were vegan. Some time ago at a family get together, I noticed she had meat on her plate. After delicately inquiring, she said she became a meat eater again after some time in their travels with their goats and realized they had to cull the herd. Not wanting to waste a source of food, they butchered a goat and ate it.

My lord that's funny as I came across a nudist/hippie couple online that hikes that area... I was looking for a hiking trail and not to join them. I would pay to see an old nude couple halling water with a couple of goats. Man those volcanic rocks just can't be any good on a old set of balls and cha-cha.

Now youre going to make me go look for that dang site.
