I have a prime rize, I put a new string on it , I set the timing, the axle to axle is good and brace height is good, it’s only drawing 66 lbs and it has 70lbs limbs, what am I missing?

Had to twist the cables twice and let a half twist out of the string

Does anybody know who to contact to get trash cans put back at the spill way? They removed the trash cans last year and people just bag their trash up now and leave it all down the bank, or burn it and leave it all over the place, the river and the banks are filthy, just wondering who would be the contact for this?
