Do you know if this will mount to a rem 700 short action without a picatiny rail? Some of the reviews I read said it may be too short on a bolt action without a rail. Interested

Located in Tucson. Just loaded up the last of my Small rifle primers in my son’s 6.5cm and could really use some more for this season.
If necessary to trade, I have an unopened pound of H4350 and I think maybe H1000. I will have to double check if it’s been opened or not. I would prefer just to buy some. And really only need 100 to get me through the fall. Let me know. Thanks.
