They need to capture it AND collect its feces for a DNA sample? How can they get accurate DNA from feces? This is all a scam. That photo could be from anywhere.

I also spend great deal of time in 8 and up until recently lived very close to where you are talking about. I pick up other peoples stuff all the time but it just keeps getting worse and worse. Really bad out verde ranch road as well.

Maybe you could mount a bow rack on the lawn mower? Ive thought about flinging arrows at them at our place too. But I always wonder about that one neighbor... next thing you know your in the paper. There was a similar incident with a couple guys who legally killed a buck last year near a subdivision. Was in the news for weeks.

I just glass everything because they are NEVER where they should be. And usually where you least expect them.

I think its more likely a Texas buck. Its head seems big compared to the boots in the pic.
