Removing the permit seems to fix nothing but possibly not allowing people with disabilities to hunt. Limit tags and it’s a non issue.

When you pay minimum wage, unfortunately you get minimum wage quality. Historically if you want a career in law enforcement almost any other agency will pay substantially more. So you get what you get. That typically holds true in almost every state.
