My personal opinion? Killed in a closed area (rez or 3c) and unloaded in a very distinct area of unit 23 for the pictures so nobody questions what unit it was killed in.I 2nd this. Im also thinking he had help who might have had loose lipsAnd maybe someone got him on trail camera far away? It could be anything, innocent until proven guilty

I called and asked the forest service in Springerville and they said as long as you have a hunting license your fine. You can hunt

I dont see why you could not, while out hunting sand hill crane I ran into Jim Odell the AZGF bird specialist. He painted his own crane decoys. I would shoot him a Email and ask him, hes pretty knowledgeable and would respond. His email is usually listed in the Regs by Grouse page. Something about the ultra violet paints birds can detect better, I think. Anyways, hope this helps out, let me know what he says if you do email him.
