Definitely 31/32. Weird thing is the only non resident that drew that hunt had 34 points. Not sure how 17 years of applying equals 34 points

The only hunt that shows a non resident drawing with 17-19 points is 6007, 13b north

Up to 10% of all sheep tags go to non residents and half of those will go to non max point holders. I believe last year a non resident with 1 point drew the 22n rocky tag

Or they shot it in the afternoon and got some sunset pictures and night time pictures. Or we could just make assumptions 🤷🏻‍♂️
