James is right on. The 187 million needed for repairs doesn't include the removal of the seats, it's just for repairs to the building. Maricopa county doesn't have the money to spend on the repairs so as a landlord they are breaching their contract. The Dbacks have told the county they will take over the maint of the building so the TAX payer doesn't have to, if they would reduce their rent and the county refuses to reduce the rent.
