There is actually no law in AZ preventing someone from using their credit card to purchase lottery tickets. I am struggling to find any reason why funds cannot be taken upfront other than the G&F not wanting to deal with thousands of refunds after the draw. \

There was a G&F board meeting that I sat in on years ago and one of the board members at the time explained the reason why they can't charge up front.  I was mostly going off of memory.  Game & Fish has consistently said they can't charge up front due to the AZ banking laws.

If I remember correctly it was during the USO outfitters / and non resident fiasco that changed the whole draw. back in the early 2000's .

There was a bunch of things going on i a short period of time. either a group of non residents sued with the outfitters or alone. but the hole draw go changed. then some years after that the check thing got changed again I believe because of a lawsuit.

Actually, the law is in place and it has nothing to do with AZ G&F.  It is more of a banking law where charges can't be made on a card with no services rendered or something similar.  Otherwise people could be charging lottery tickets on their credit card and then not pay.  This is not the only reason but this is one of the situations that the state was afraid of when they lobbied to have this law put in place.  The fix needs to be made at the state legislature and the law needs to be changed.  The only people I ever hear question this law are hunters so that is why it really doesn't get much traction for change.   G&F just has to comply with the current AZ banking laws.

To be more fair, G&F should offer a place to list a 2nd card when applying.  Not having funds is one thing but having a card canceled due to fraud and no fault of your own is completely different.

  3. Going back to my computer programming days the best description of a conversion I ever heard was, It's kind of like changing a tire as the car is moving.  I am not making excuses for G&F and have been critical of their IT department for years.  I still don't believe many of the people that work there truly understand the draw.  This goes for the people at front counter as well.  They should have tested everything and fixed any errors long before they ever tried to run this draw.

There certainly is an accountability difference between the government sector and private sector.

after listening through all the recordings, anyone who did or does will be told, "we are  working on it".  "we hope to have the draw finished as quickly as possible",   yada yada yada.

Thats IF a live person answers.  As a friend said to me this morning, this COVID  crap gives everyone at every agency an excuse not to do their job.

    Dave,

Can I get one of those Covid excuses in writing?  You never know when it might come in handy.

  5. I've had both shots.  No side affects from the first in January.  Had high fever and flu like symptoms for 24 hours after the 2nd shot 11 days ago.   I'm anti flu vaccine but I did this mostly for the people around me.  If the shot kills me, oh well.  Better going out now than going out sitting in a wheel chair in some nursing home.

  6. I had to call the manufacturer to get the exact wording.  Here is what they told me.  It is a stainless steel with Armor Alloy coating.  I was told the Armor alloy is similar to what we call Cerakote today.  The gun was made in 1987 and they only made this model from 1985-89.  I have owned the gun for aprox 30 years and shot less than 200 rounds through either barrel.

  7. For sale 14" Satin Thompson Contender with matching scopes.  Two calibers .223 & 7mm TCU (which is a necked up .223 that shoots a 7mm bullet).  Comes with hammer extension, shoulder holster and soft case..  .223 barrel has a Simmons 2X6 scope and the 7mm TCU has a 4X simmons scope.  Also included is 22 loaded rounds of 7mm TCU and 44 casings.  Excellent condition.

$1,050 OBO    would consider Ruger or S&W .357 double action with 4" or 5" barrel as partial trade.

  8. For sale Great quality German made boots from Meindl.  These are water proof & insulated with Thinsulate.   I bought these about 9 months ago from someone here on CW whose son had outgrown them.  They are a size 10.5 D but are a little too small for me.  I normally wear 10.5 - 11 and I thought I could make these work and my cold weather boot.   I sno-sealed them and only wore one time for about 45 minutes.  I think they would fit someone better who normally wears 9.5 or 10.  These boots show very little wear, are in excellent condition and hardly worn at all.

    $120 OBO  No Trades

  10. You need to change the Arizona banking laws if you want to charge up front.  Each state has different banking laws and that is why some states can get away with it.   This is not an G&F issue.
