Amanda is correct. If the antlers gradually flare out evenly then the measurement will be taken at the tip BUT if they are like normal, grow out then curve back in a lttle then flare out abruptly then the measurement will be taken below the flare.

Sounds like you are interested with hunting the east and north sides. While I haven't hunted either I have hunted a little on the west side in the range just north of the entrance to Madera Canyon. Not much access but you can or at least could walk in. Good luck on your hunt.

A few more pictures would help. A hybrid will have a metatarsal gland between what a Coues and Mule deer are. I think the Mule deer is 5" and the Coues is 3". Something like that anyways.
