It the past when I’ve had this happen, I’ve had good success early afternoon walking parallel to ridges either above or below. Cold calling bedded bulls. Once located you can position your self to either be I there most likely route from bed or keep them calling to the point they come to you after they get up or keep them calling for a hunter to close the distance and shoot them in their bed
