Harvest Limit Question

I'm looking at the regs, and I'm confused about the harvest limit for overlapping hunts. For example:

• Aug 19-Sept 8                            --- Unit 27 ---- Limit: 55
• Aug 19-Sept 8 & Dec9 - Jan 31 --- Units 27 & 28 ---- Limit 50
• Aug 19-Sept 8 & Dec9 - Jan 31 --- Unit 28 ---- Limit 50

 How do these hunts with overlapping dates & units work?

If someone kills a deer in unit 27, how does G&F decide if it counts against the 55 tags for 27 or the 50 in the combined 27/28 hunt (or both?)? There's no hunt number or draw so nothing but unit and date to tie a kill to one of these limits. Am I missing something obvious here?

The 27/28 combined is for antlered whitetail and the hunts where they are specified by themselves or for antlered mule deer

The just 27 and 28 hunts are mule deer, 27/28 is wt.
