Even if this statement is true does it not add additional applicants? If it adds additional applicants does that not reduce the chances of someone who actually intends and wants to hunt in drawing? And would it help explain the increase in applicants that has been happening?

I do...How many people actually do that? The ones who are transfering to their children probably do, but the rest do not. The law, as seen below, does not allow the situations I discussed. Nothing delusional about that. 17-332. Form and content of license; duplicate licenses; transfer of license prohibited; exceptions; period of validity A. Licenses and license materials shall be prepared by the department and may be furnished and charged to dealers that are authorized to issue licenses. Each license shall be issued in the name of the department and signed in a manner provided by rule adopted by the commission. With each license authorizing the taking of big game, the department shall provide such tags as the commission may prescribe, which the licensee shall attach to the big game animal in the manner prescribed by the commission. The commission shall limit the number of big game permits issued to nonresidents in a random drawing to ten percent or fewer of the total hunt permits, but in extraordinary circumstances, at a public meeting the commission may increase the number of permits issued to nonresidents in a random drawing if, on separate roll call votes, the members of the commission unanimously: 1. Support the finding of a specifically described extraordinary circumstance. 2. Adopt the increased number of nonresident permits for the hunt. B. The commission shall issue with each license a shipping permit entitling the holder of the license to a shipment of game or fish as provided by article 4 of this chapter. C. It is unlawful, except as provided by the commission, for any person to apply for or obtain in any one license year more than one original license permitting the taking of big game. A duplicate license or tag may be issued by the department or by a license dealer if the person requesting such a license or tag furnishes the information deemed necessary by the commission. D. A license or permit is not transferable and may not be used by anyone except the person to whom the license or permit was issued, except that: 1. The commission may prescribe the manner and conditions of transferring and using permits and tags under this paragraph, including an application process for a qualified organization, to allow a person to transfer the person's big game permit or tag to a qualified organization for use by: (a) A minor child who has a life-threatening medical condition or a permanent physical disability. If a child with a physical disability is under fourteen years of age, the child must satisfactorily complete the Arizona hunter education course or another comparable hunter education course that is approved by the director. (b) A veteran of the armed forces of the United States who has a service-connected disability. For the purposes of this paragraph: (i) "Disability" means a permanent physical impairment that substantially limits one or more major life activities and that requires the assistance of another person or a mechanical device for physical mobility. (ii) "Qualified organization" means a nonprofit organization that is qualified under section 501(c)(3) of the United States internal revenue code and that affords opportunities and experiences to children with life-threatening medical conditions or with physical disabilities or to veterans with service-connected disabilities. 2. A parent, grandparent or legal guardian may allow the parent's, grandparent's or guardian's minor child or minor grandchild to use the parent's, grandparent's or guardian's big game permit or tag to take big game pursuant to the following requirements: (a) The parent, grandparent or guardian must transfer the permit or tag to the minor child in a manner prescribed by the commission. (b) The minor child must possess a valid hunting license and, if under fourteen years of age, must satisfactorily complete, before the beginning of the hunt, the Arizona hunter education course or another comparable hunter education course that is approved by the director. (c) Any big game that is taken counts toward the minor child's bag limit. E. Refunds may not be made for the purchase of a license or permit. F. Licenses are valid for a license year as prescribed in rule by the commission. Lifetime licenses and benefactor licenses are valid for the lifetime of the licensee.

The "rules" Laws do not include or allow party tags or transfers to adults; people break the law when they do this. Transfers can be made to "your" underage children but not relatives’ underage children legally. Which is what people are admitting to doing. Way different than using a tax break that is available as it is not illegal to use, bad analogy. It also explains the large increases in applicants thereby reducing overall drawing odds which was the subject. I hope all the people doing this get caught by G&F losing their privilege to hunt in Arizona forever! Then those of us who are ethical in our pursuits will have a better chance of drawing tags.

Integrity and ethics are everything! Following another thread, I am seeing many people admitting that they manipulate the system and put in all their non-hunting relatives in hopes of drawing a tag they or their kids can use. I even saw a guy admit his first deer was taken out the window of a pickup truck with a 22 LR at night! (But that is for another thread.) Keep in mind the ones that are ruining our true opportunity to hunt and decreasing the odds of drawing are the people manipulating the system to better benefit themselves. The increase in applicants is probably not as much due to population increases as much as it is everybody entering grandma, grandpa, Cousin Vinny, Sister Sue and their neighbors who will never set foot in the field. Or, as I see so often, go to the field so they are present while the adult manipulating the system shoots the animal for them while they are in camp!

I agree with this! Integrity and ethics are everything! Or, as I see so often, go to the field so they are present while the adult manipulating the system shoots the animal for them while they are in camp! If everyone did this chances of drawing tags would be less than one percent!

I actually do apply for cow hunts every year. First choice 27 Bull, second choice 27 cow, on the years they have the 2nd cow hunt I add that as my third choice. Never a deviation on my part.

Wish I had the luck you guys do. My first year applying for Arizona elk was 1986! I drew a bull tag that year. I drew Archery Cow in 1999, rifle cow in 2010 and late Rifle Bull in 2020. I apply every year and have only received 4 tags in 34 years! At least I am 50/50 cow bull and 100% success rate. I have still never had an antelope tag in Arizona but have only been applying since 2010 for them. I am still hopefull we will draw tags this year...but the suspense is killing me!

    Biggest Buck To Date

While I think it was great to kill at short range with the 30-30 (which is why I posted the story and pic) it wasn't my first choice of gun or hunting area. Guess I should have told the longer story. I love my 30-30 and I love coues deer hunting. However, I am well prepared for long range shots. My usual spots in the hunting area are high on ridgetops glassing oak choked canyons below us with my tripod mounted zeiss 15x56 Bino's and my Semi-Custom Remington 700 25-06 with zeiss V4 6-24x50 scope by my side. As stated we were not seeing any bucks in the 3 days prior to the season or on opening morning as we usually do. After spotting a few small bucks lower in the river bottoms I hiked into some thick lowland toting the 30-30 (always in my truck when out camping) for a fast shot at a running deer should I jump one. After finding an opening with about 150 yard shotting lanes I sat and watched the water. After only 15 minutes of sitting there I had this buck, with 4 others, step out at 60 yards. I thought it was great as we are all used to long range shots with lots of glassing and some stalking before making a shot. I felt strangely like I was back in New York with my 30-30 in the woods instead of feeling like I was hunting in Arizona. As a side note, I took my 16 year old son into the same area Saturday morning and set him up with a slightly different vantage point than I had been in the day before. At 7am a small 3x2 buck stepped into the shooting lane at 114 yards. He took him cleanly with one shot from his Reminton 700 243. The buck fell dead about 200 yards from where mine was shot. This was his 3rd deer in 4 years of hunting. The first was a 4x4 Mule deer in the same unit, the second a spike whitetail also from the same unit, and this one. Knowing the area was working I took my wife into the same area Saturday evening and set her up near where I was sitting the day before. She is a new hunter, also only 4 years, who has killed one fork horned whitetail at 237 yards and a spike bull elk at 112 yards. Unfortunently, she had her first case of buck fever when a buck, a little smaler than mine, stepped out after an hour of sitting there. The buck was 30 yards from where I had shot mine and again only about 60 yards from her but she managed to make a clean miss with her Remington 700 in 257 Roberts. The next morning we headed into the same area. At about 1130 am another buck, a little bigger than my sons, stepped out at 42 yards! Again, she managed to make a clean miss! Guess I got her too used to shooting longer ranges because she couldn't seem to hit anything in close. Or just buck fever again. We laughed and had a good time while I told her stories of me having buck fever a few times over the years. Regardless, she was discouraged so I took the 30-30 back out and told her to use it in that area from now on. Monday was a waisted day for us as I spent the majority of the day in town working. Tuesday mroning at 615 am, again in the same place, she spotted a spike buck at 72 yards. She decided to take him and made one clean shot kill with the same Marlin 336y 30-30 I shot mine with. We are not trophy hunters and filled our freezer with all 3 tags filled so life was good and we headed home on Wednesday. The bonus was the large rack on my deer, but only a bonus to us.
  11. After many years of Hunting AZ Coues Deer I finally killed a good one! The story is short and sweet. Opening day in my usual places were not producing any bucks, plenty of does but no antlers at all. I moved down to the river bottom in some very thick cover where I had seen a few small bucks before opening day. As we all know it was unusually hot so I figured this to be a good strategy. At about 4 pm on opening day this buck walked out at 60 yards! My Marlin 336Y in 30-30 did the job and my hunt was over.
