Rocky Mountain Bighorn sheep hunt Question

There are a lot of knowledgable people on this site so I thought I would seek some information from the group. I am tying to find out for a friend where he might be able to purchase a Rocky Mountain Bighorn sheep tag. I realize there is the Govenor tags etc. I am looking for Reservation permits, or possibly you have knowledge of what other options,that are avalible in the US. Your recomendations or advise is appreciated.

My first thought was to look into Cananda.

Options are limited in the U.S.

Alberta, Canada is an option. However, the Rams are not real big. 160" ish.

Tribes that offer Rocky permits in the U.S. include:

 

Uintah and Ouray Ute Indian Reservations in Utah

Blackfeet Nation in Montana

Taos Pueblo in New Mexico

 

There may be others that slip my mind at the moment.
