Best unit for 2022 with 23 points resident

I should have worded the last sentence to say -

If there are tags left for your 1st choice when your number is pulled, you will draw 1st choice, otherwise it checks for your 2nd.

What couespursuit said is correct. The only time you don't have a chance at second choice is if you're in the bonus pass for first choice. Which isn't the case for either of those hunts with 23 points. All the computer will do is if your name gets pulled in the random pass it will check first choice for tags and if nothing left it will look at second choice and if nothing left you didn't draw.

So when your number comes up to issue a tag, do you think there will be no tags left for the 8 point unit (first choice) but tags still available for the 15  point unit?  Maybe a .01% chance.

I never disagreed with your statement that one should always put in the tougher draw 1st choice.

Exactly.  He will not be in the bonus pt. round for either.  Statistically he has a better chance to get his 2nd choice, but he still has a chance at his 1st.
