Stump grinder??

I don't have that, but I did have a big stump that I put a ton of hot charcoals on it and it burned away after a couple of days.

Won't it need to dryout first?

I just dig around them tearing up all of the lateral roots. Then I go for the stump. About 15 to 30 min. With a backhoe. But he's too far. Sorry.

I Can’t dig it with a backhoe because the roots are too deep, I’m sure they are all over my water line and my gas line, that’s why I’m trying to get it ground down, I figure if I dig it out , the roots are gonna break those lines

Serious possibility. You can rent a stump grinder from Home Depot, or at least you used to be able to. There are other rental places as well.

Burning is a possibility but the potential liability if the wind kicks up and a spark gets away, with our dry season, would be a consideration. 

But you know what you are facing better than the rest of us.

Drill the trunk full of holes (harbor freight has 18" bits) fill full of salt and pour 30% vineger (home depot) in the salt holes3 applications .It will help kill the feeder roots out where the canopy use to be. Stump grinding will not kill the feeder roots. Good Luck

Tordon RTU will kill it. Tractor Supply in AJ usually has it, just under $30.

Mesquite is BRUTAL on smaller stump grinders. If you do go that route, get a big powerful one. 

Like others have said, best to kill it or burn it. If you have time, kill it with that tree killer stuff the PRDATR recommended then let it sit for awhile and it will rot itself out. Much easier to yank out then.
