No, theres definitely a bonus pass tag for hunts with 5 tags. I can see antelope hunts with 2 tags that have a bonus pass tag in the draw reports. I recently watched a show that mentioned if you’re looking to harvest a goat over 90 inches, Arizona is pretty much the only state where that’s realistically possible.
