Arizona is so unique as many things do continue to grow and have nutritional value due to the fact that we just don't have the harsh winters statewide like other parts of the world. Take a drive from Heber to Payson and look at all the dead trees..........due to lack of moisture! Narrow-minded comment, now you're becoming ignorant beyond your logic. Not all plants go dormant. Elk eat more than grass. "Of course it would be more optimal" is precisely OPs point. You went negative. If you can't see that perennial vegetation and hydrologic conditions will benefit significantly from the current precipitation, than there isn't much left to say.
